PUBLIC HEALTH ENGINEER (PHE)
Public Health Engineering Department (PHED) was created as an independent full-fledged department in 1987. Earlier Health & family Welfare department of the State Government had a Public Health Engineering Wing. As per Rules of Business of the State Government, Public Health Engineering Department controls the Water Supply & Sanitation Budget of the State Government and undertakes programmes of implementation of water supply services mainly through Public Health Engineering Directorate under its administrative control. Therefore, main activities of PHED are now related to Rural Water Supply and Urban Water Supply in few limited areas of the State outside Kolkata Metropolitan Area (KMA), PHED also controls works of Hill Area Development so far as provision for water supply is concerned.
Supply of safe drinking water in rural areas is made primarily through the State Plan resources and through Central Assistance under the National Rural Drinking Water Programme (NRDWP). The ational Rural Drinking Water Programme, launched by Govt. of India, aims at ensuring permanent drinking water security in all the rural habitations of the State. In addition to the national vision, the State has also targeting 100% permanent drinking water security @70 lpcd (litres per capita per day) in rural West Bengal by 2030 as per the UMSDG goal. Further to ensure drinking water security, emphasis has been laid on piped water supply schemes with an objective to complete shift from hand pump tube-wells to piped water supply schemes in a phased manner, with provision of house to house connection

Our earth and everything on it is dependent on many things and one of those things include the plant. Plant respires by giving oxygen and taking in carbon dioxide, therefore the oxygen it releases are inhaled by all living organism such as animals, humans or anything that depends on water. We need irrigation method for agriculture as the rain is something that is dependent on the season such as in the temperate zone.
PUBLIC WORKS DEPARTMENT(PWD/CPWD)
CPWD/PWD is a government department in India which is responsible for construction and maintenance of public infrastructure like public government building, roads, bridges, public transport, drinking water systems and much more. The Public Works Department is the central authority that looks into all kinds of public sector works in India. For each state, there is a separate PWD which has geographically distributed Divisions, Sub-Divisions and Sections. Like there is a separate PWD for Punjab, Rajasthan, Kerala, Mizoram, Arunachal Pradesh, Madhya Pradesh and more. The departments in all the states has almost the same responsibilities, which includes: Design and Construction of all public works undertaken by Government, Design and Development of Roads, Safety and facilities provided on Roads, Development and restructuring of government buildings etc. Public Works in India, such as the construction of roads, bridges, water tank, etc. was originally conducted by the military.
WATER SUUPLY
Fundamentally, a water supply system may be described as consisting of three basic components: the source of supply, the processing or treatment of the water, and the distribution of water to the users.
Water from the source is conveyed to the treatment plant by conduits or aqueducts, either by pressure or open-channel flow. Following treatment, the water enters the distribution system directly or is transported to it via supply conduits Surface water is drawn from large rivers or lakes. Even a small stream may be suitable if it is impounded by a dam. Groundwater is normally obtained by sinking wells into the saturated zone located beneath the water table.

In 1983, to cater to the needs of areas which were being neglected due to locations of the existing commissions, seven more commissions were set up viz, at Ahmedabad, Ajmer, Bhopal, Bhuvneshwar, Chandigarh, Jammu and Srinagar with sitting at Leh and Trivendrum. Pollution Control Board of India is a statutory organisation under the (Mo.E.F.C). It was established in 1974 under the Water (Prevention and Control of pollution) Act, 1974. The Military Engineer Services (MES), which was raised in 1923, is one of the pillars of Corps of Engineers of the Indian Army which provides rear line engineering support to the Armed Forces.
